Issues at 29 Tiffany Place

Substantial capital assessment at this bldg lasts until 2020! Does anyone know if this was converted from a project at some point? The place is pretty dingy. No character, except the street itself has cobblestones. Halls run down, carpets stained, terraces are as inviting as an interrogation room in communist Berlin, fixtures cheap... Apparently mechanical issues affected residents for a time, seems like maybe that's resolved. There are water stains that look like plumbing leaks. Nice doorman, but only PT, which seems strange for an area that is so dark and empty at night. Does anyone know whether this place was flooded in storm Sandy?
