How to know if a building can handle washer dryer

Hi , I am helping a client of mine buying a very old condo unit from sponsor . we were told if new owners like they are allowed to add washer dryer. May I ask if anyone know how would we know if the building / piping can handle it ? would a home inspector able to tell ? or how would we know if he installed washer dryer it will not cause problems to downstairs units ? Thank you
