Are these units rent subsidized?

Discussion about 220 East 26th Street in Kips Bay
The building was built in 1963. Apartment should be Rent Stabilized. The landlord rents apartments at levels suggestive that the Building is Rent Stabilized (contrary to my lease.) I requested a certified Rent History for the apartment. The "new" law does not allow for deregulation of a rent stabilized apartment unless the rent legally exceeded the deregulation threshold during the period of the tenancy prior to the vacancy and the next tenant's lease. I see no evidence of Department of Building plans for gut renovation in the building. See documents. Has anyone investigated this?
