A Rosario Candela building that has seen better days, 865 West End Ave. appears to suffer from deferred maintenance. Before making a decision on a lovely spacious apt., make sure you visit the basement. It 's the equivalent of looking under the hood. After checking out an apt, checked out the laundry room. Basement feels like a cemetery for dead appliances and decayed furniture with a faint smell of weed in the air and the occasional dead cockroach. If the bldg. has no problem allowing the basement to look that way, one wonders about the rest of it.
