Noise Versus Rights to (Ab)Use Shared Space

Hi All - Curious to get your thoughts. I live in the building and know that several tenants who live below the roof deck (me included) hear a lot of noise coming through the ceilings (not ambient or through windows). The board won't spend the time and money to investigate whether there might be a structural issue. Although they've taken some measures, they refuse to put in place better rules to limit the noise making. Seemingly, they think it's more important to let kids ride scooters on the decking than to support our right to live in comfort. What would you do?
