coop bylaws mandate 30 days to make a decision

Hello everyone, I am trying to sell my coop apartment and the board after interviewing the buyer is not making a decision. It has been over a month when the package was delivered to the Board. The bylaws provide that the Board must make a written decision within 30 days after the receipt of the application for assignment or subletting. The prop lease provides that the Board can not "unreasonably" withhold consent for assignment and subletting. It sounds so similar to subletting law in NYC. Has anyone encountered a situation like this before? Does it mean we no longer need the Board approval? Thank you!
