Is 50 Franklin Street Safe?

I just spent the day looking for apartments in Tribeca. I was really excited when I saw the floor plan of an apartment at 50 Franklin. After walking the block, I noticed a homeless shelter one block up and a jail right across the street linked to the one of the courts. Is this really Tribeca? Is this neighborhood even safe? If anyone has any ideas please let me know. I ruled out this block after I saw all these red flags but maybe I just need to lower my standards? Any thoughts would be great.
