Same coop renovation as my neighbor

I'm looking to buy a coop and renovate it. I am thinking of adding two bedrooms and another bathroom. The unit would ultimately have the same floorplan as the unit above this one. Both units are identical, other than the floor. However, I am under the impression that coop boards can deny renovations for any reason. Can they deny mine even though they clearly approved my neighbors? Thanks!
