Experience dealing with owner vandalism

We have an owner in our condo who has caused various issues with guest/smoking/noise violations. Recently he was caught on security camera spray painting graffiti onto the sidewalk entrance to building, plus the street. The graffiti is his own name, so it would have been hard to refute even without camera. Any experience with dealing with an owner like this in a condo? What kind of actions can the board take? Sternly written letters are clearly not doing the trick.
