By-Laws language

The board of my condo building has decided to change the bylaws for the second time in 2 years, this time with language that seems ambiguous to me, e.g.: "The residential unit owners may waive, take or ratify any action permitted or required by the By-Laws or the Declaration..." meaning they can do whatever they want, waive or take action? I thought it was required by law that the language of the bylaws should be understandable to a lay person? The non-board unit owners will get a chance to vote on bylaws that they don't understand, but shouldn't have to hire a lawyer just to figure out what the board is proposing...
