Rejected by a Coop Board.. BEFORE an Interview

I found a nice 2 bedroom coop apartment in forest hills through a listing agent (sellers agent). I got the price I wanted (from 420 to 410). Planned to co-purchase with my dad. 30% down payment. Good credit score. But I think we had 31-32% DTI (my dad doesn't make much). She submitted the package in early December and we heard back from the board Mid January, saying they've denied our package even before giving us an interview. Who do you think is to blame here? I know it's hard to say but... Isn't the odds of getting denied by a coop only like 5%? I felt majorly scammed. I wasted 2.2K in fees. Thoughts?
