Uncooperative owner of empty condo unit

Hey guys, what happens when a condo unit is vacant (the owner is also non-responsive and uncooperative) and something bad happens that would cause a DOB violation? Who is responsible? Will the DOB or local agencies fine the building or the condo owner? Even though the building can't get access to the unit? There's a common charge lien on the unit already.
